An organizational meeting for those interested in helping the mentally retarded was held on Tuesday, August 22, 1972 in the School Board Room in Green Cove Springs, Florida. There were approximately 44 in attendance.
The meeting was opened by Mr. Sowell who explained how the organization was begun. He had everyone in attendance to introduce themselves.
Mr. Tom Ryan, Chairman of the Clay County Health Advisory Committee, explained the need in Clay County for such an organization, and how his Committee served as a springboard for this.
Mr. Sowell explained that this organization is not limited to school children. It will serve mentally retarded of all ages.
Mr. Sowell then introduced Miss Dianne Smith, Special Coordinator with the Division of Retardation in Jacksonville, Florida. Miss Smith explained the need for this organization and the type of services that should be offered; such as information, teachers' aids, day care center. She advised of some of the funds available to us. Also, she explained retardation.
Mr. Milo Petska explained that the people involved in this organization must be dedicated, patient, hard-working and believe in people.
Mr. Sowell said approximately 12,000 school children are enrolled in Clay County schools, and special education services must be provided for approximately 2.5% or 270 mentally retarded children. There are now 225-240 being served. A law has been passed that by 1973 education must be provided for all exceptional children.
Mr. Coy Williams, Director of Vocational Rehabilitation in Jacksonville, Florida, said that their office is available to us for help. A well-balanced program is needed, and we must utilize all funds available. The community should be educated so that they will be receptive to hiring these people.
Mr. Bill Hester explained that we need only to have a Board of Directors, which can be as few as 3, to incorporate the organization. As soon as we elect these people and give the names to him, he will take care of doing this.
Mr. Ryan said it would be good if the Health Advisory Committee was kept in close contact with this organization.
Mr. Petska suggested that the people in attendance who were residents of Clay County be named as Charter Members. Mr. Ryan was made temporary Chairman to handle election of officers. It was moved and seconded that the officers elected, plus three other people elected would serve as the Board of Directors. Mr. Hester suggested there be three or four officers. It was moved and seconded that the President, Vice-President and Secretary sign the Articles of Incorporation and the Charter. It was agreed that the officers elected would serve for a 6-month period, ending in February, 1973.
